Iraq has blamed two Syria-based members of Saddam Hussein's now-outlawed Baath Party for bombings in Baghdad that killed more than 100 people. Syria says Iraq has failed to provide proof they were involved and has rejected Iraq's requests for extradition.

A Turkish Foreign Ministry official says the delegations were holding talks Tuesday in Ankara and would meet again Thursday in Istanbul. He spoke on condition of anonymity because of rules that bar officials from speaking to reporters without prior authorization.
